1. Substation operations must strictly follow the regulations of the electrical sector, and all necessary safety measures should be implemented in accordance with the specified procedures.
2. All switching operations must be conducted based on the electrical work ticket issued by the supervisor or the notice from the relevant department.
3. A minimum of two personnel must be present during any switching operation, with one acting as the guardian and the other as the operator. Complex or critical operations should be supervised by an experienced supervisor.
4. Operational Procedures:
- Preparation: The manager will explain the tasks to the team. The team leader will complete the "Switching Operation Ticket" or make notes in the "Distribution Room Maintenance Record."
- Operation Mode and Requirements:
(a) When performing maintenance or cleaning on the entire low-voltage cabinet, a "Power Off Operation Ticket" must be filled out and recorded in the "Current Value Record" of the "Duty Logbook." Also, record it in the room maintenance log.
(b) For local power transmission, clearly document this in the "Work Recorder." If the grid affects household electricity, notify company leadership first and obtain approval before informing affected households three working days in advance.
5. Any electrical equipment connected to the system, regardless of whether it is energized or not, should be treated as live equipment. Always go through the power-off procedure before touching any live parts.
6. Power-off procedures are carried out according to specific regulations.
7. For 10kV electrical equipment or busbars directly connected to the low-voltage side of the transformer, the assigned person must fill out the blackout ticket and coordinate with the work supervisor and the transformer room supervisor.
8. For 220V and above trunk lines, the dispatched work supervisor fills out the blackout ticket, and the work supervisor sends it to the transformer room supervisor for formalities.
9. For 220V and above parts, after obtaining consent from the relevant personnel, the work supervisor must cut off the power supply and hang a power-off card at the disconnection point.
10. When the transformer room requires power-off during duty hours, a special power-off card must be hung at the disconnection point, and the card handler must be notified.
11. When handling household isolating switches or previous work, the transformer room's main power must follow the power-off procedure with the power supply bureau as per regulations.
12. A work supervisor can only apply for one power-off ticket at a time.
13. After receiving the power-off ticket, the transformer room supervisor must:
13.1 Confirm the safety measures at the site, the scope of the work permit, and the surrounding live parts with the work group staff.
13.2 If there are live parts near the power-off area, assign a dedicated supervisor.
13.3 Do not allow individual work in partially de-energized high-voltage rooms or transformer rooms.
14. Fill in the safety measures for the power-off ticket.
15. Complete the switch operation ticket, perform the operation, and implement safety measures.
16. The escort supervisor must visit the power-off site to check the safety measures and verify the power-off equipment using a voltage detector. Confirm that there is no electricity.
17. Inform the work supervisor about the location of nearby live equipment and precautions.
18. If there are live parts around the power-off area, assign a special supervisor. Once the work supervisor signs the power-off ticket, the permit is torn off and given to the work supervisor, and the work can begin.
19. For 10kV equipment without an obvious disconnection point within sight, install grounding wires. The duty officer is responsible, and this should be recorded in the safety measures column. When working on overhead lines, the work supervisor must install the grounding wire, and the "self-installation" should be noted in the safety measures column. Clearly indicate who installed and removed the grounding wire.
20. After completing all work, the staff must clean up the site, restore the power-off equipment to its original state, evacuate all personnel, and then fill out the cancellation section of the power-off ticket. Work with the work permit to change the electricity room supervisor and complete the cancellation procedures. Notify all staff, after which the equipment is considered live and must not be touched or approached.
21. Upon receiving the cancellation notice, the transformer room supervisor must cancel all safety measures and sign the power-off ticket cancellation after verifying the work permit (supervisor).
22. If two independent teams are working on the same line simultaneously, each must handle their own power-off procedures.
23. In case of emergencies, you may not need to use the ticket, but all relevant power sources must be turned off, and a power-off card must be hung at the disconnected point. Implement necessary safety measures and have someone on guard. After the event, make a duty record and report to the supervisor. No power-off procedure is required during emergency handling.
24. If a power-off card is hung on electrical equipment, it must not be closed until the power-off has been officially canceled. Until the power-off is canceled, the power-off card must not be removed.
25. The power-off ticket must be filled out with a pen and cannot be altered. Cancelled tickets should be properly stored and handed over to the relevant authority for future reference.
