1. All substation operations must strictly follow the regulations set by the electrical industry. Safety measures should be implemented in the order specified by the rules.
2. Switching operations must be carried out based on the electrical work ticket issued by the supervisor or the notice from the relevant department.
3. Two personnel are required to perform switching operations: one acts as the guardian, and the other as the operator. For complex or critical operations, the supervisor must be present to ensure safety.
4. Operating procedures:
- Preparation: The manager will explain the task details. The team leader will fill out the "Switching Operation Ticket" according to the job content or record it in the "Distribution Room Maintenance Log."
- Operation mode and requirements:
(a) When performing maintenance or cleaning on the entire low-voltage cabinet, a "Power Off Operation Ticket" must be filled out and recorded in the "Current Value Record" of the "Duty Log Book." It should also be noted in the room maintenance log.
(b) When conducting local power transmission, the operation must be clearly recorded in the "Work Recorder." If the grid affects household electricity, notify company leaders first, get approval, and inform affected households at least three working days in advance.
5. Any electrical equipment that has been connected to the system, regardless of whether it is currently energized, must be considered live. Always go through the power-off procedure before touching any live parts.
6. Power-off procedures must be followed as per the regulations.
7. On 10 kV electrical equipment or directly connected busbars to the low-voltage line of the transformer, the assigned person in charge must fill out the blackout ticket and complete the formalities with the work supervisor and the transformer room supervisor.
8. For trunk lines of 220 volts and above, the dispatched work supervisor fills out the blackout ticket, and the work supervisor sends it to the transformer room supervisor for formalities.
9. For 220 volts and above, after the work supervisor gets consent from the relevant personnel, they must cut off the power supply and hang a power-off card at the disconnection point.
10. When the transformer room needs to be powered off during duty hours, a special power-off card is hung at the disconnection point, and the card-handling supervisor accepts it.
11. When handling household isolating switches or previous tasks, the transformer room's main power must follow the power-off procedure with the power supply bureau as per regulations.
12. A work supervisor can only apply for one power-off ticket at a time.
13. After receiving the power-off ticket, the transformer room supervisor should:
13.1 Ensure the work team confirms the safety measures, the scope of the work, and the surrounding live parts on site.
13.2 If there are live parts nearby, assign a dedicated supervisor.
13.3 Do not allow individuals to work alone in a partially de-energized high-voltage room or transformer room.
14. Fill in the safety measures for the power-off ticket.
15. Complete the switch operation ticket, operate by the attendant, and implement safety measures.
16. The escort supervisor must visit the site to check the safety measures and verify the power-off equipment using an electroscope. Confirm there is no electricity.
17. Inform the work supervisor about the location of live equipment and precautions.
18. If there are live parts near the power-off area, assign a dedicated supervisor. Once the work supervisor signs the power-off ticket, the permit is torn off and given to the work supervisor, and the work begins.
19. For 10 kV equipment without an obvious disconnection point within sight, grounding wires must be installed, and the duty officer is responsible for this, recording it in the safety measures column. When working on overhead lines, the work supervisor must install the grounding wire, and the safety measures column should indicate "self-installation." Note who installed and removed the grounding wire.
20. After all work is completed, staff must clean the site, restore the power-off equipment to its operational state, evacuate all personnel, then fill out the cancellation column of the power-off ticket, and work with the work permit to have the electricity room supervisor process the cancellation. After informing all staff, the equipment is considered live and must not be touched or approached.
21. After receiving the cancellation notice, the transformer room supervisor cancels all safety measures and signs the power-off ticket cancellation after verifying the work permit (supervisor).
22. If two independent teams are working on the same line simultaneously, each must handle their own power-off procedures.
23. In emergencies, you may not need to use a ticket, but you must disconnect all relevant power sources, hang a power-off card at the disconnected location, take necessary safety measures, and assign someone to guard. After the event, make a duty record and report to the supervisor. No power-off procedure is needed during emergency handling.
24. If a power-off card is hung on the electrical equipment, do not close the power. Until the power-off is officially canceled, the card must remain in place.
25. The power-off ticket must be filled out with a pen and cannot be altered. Cancelled tickets should be properly stored and handed over to the relevant authority for future reference.
