New SASO Energy Efficiency Regulations: A Hurdle for LED Light Exporters!

Recently, a shipment of exported LED lights was returned due to non-compliance with Saudi Arabia's new SASO energy efficiency regulations. This incident has drawn significant attention from our local inspection and quarantine bureau. For LED light exporters, understanding these new regulations is crucial to avoid similar issues in the future. Let’s explore what these regulations entail. Saudi Arabia introduced the "SASO 2870/2015: Energy Efficiency, Function and Labeling Requirements for Lighting Products" technical regulations back in February 2016. These regulations mandate that all lighting products exported to Saudi Arabia must adhere to strict energy certification requirements. Additionally, the regulations specify detailed standards for energy efficiency, functionality, labeling, and energy efficiency ratings. They also include stringent guidelines regarding safety, electromagnetic compatibility, and the use of toxic and hazardous substances in lighting products. The new standards divide products into different phases based on their wattage. Starting May 1, 2016, all directional and non-directional light bulbs with a wattage of 60W or higher fell under the regulation. Manufacturers or exporters must ensure their products meet SASO2870 standards and register with the Saudi Standards Bureau to obtain an energy efficiency certificate. They must also affix the appropriate energy efficiency rating label to their products. Upon arrival at Saudi Customs, all products must be inspected for compliance with these labels and certificates. From May 1 this year, all light bulbs with a wattage below 60W have also come under scrutiny. These products now require a SASO energy efficiency registration certificate to be imported into Saudi Arabia. Currently, the product conformity certification (COC) organization requires checking compliance with energy efficiency labeling requirements, and products failing to meet these standards will not receive a Saudi COC certificate. The final phase of implementation is set for January 1, 2019. Our investigation revealed that the reason for the return of the LED lights in question was primarily due to the absence of the required energy efficiency label on the external packaging, as per SASO specifications. The Shaoxing Entry-Exit Inspection and Quarantine Bureau advises all LED light exporters to stay updated on the latest technical regulations in Saudi Arabia, obtain SASO energy efficiency licenses promptly, and apply energy-efficient labels in accordance with the standards to prevent future returns.
