Zhu Tao explained that airlines can now decide which types of PEDs are permitted based on their internal evaluations. Previously, such decisions were strictly regulated by the government. Now, the authority has been delegated to the airlines themselves. Additionally, the CAAC's Flight Standards Division has established a review and evaluation framework to process airline applications. “I believe we will soon see Chinese airlines allowing passengers to use portable electronic devices during flights,” said Zhu Tao.

According to Li Yuan, a civil aviation communications expert, mobile phone signals operate on the same frequency band as aircraft communication systems, potentially causing harmonic interference. This is why the U.S. once banned the use of mobile phones on airplanes. However, to date, no incidents have been recorded where mobile phone usage caused interference with aircraft navigation or communication systems, and no conclusive experiments have proven any significant risks.

Li Chen, vice president and chief innovation officer at IAIO-NARDO Aeronautical Aeronautics Technology, told Global World that with advancements in aviation technology, particularly in avionics and communication systems, some older regulations have become outdated. Government agencies have taken steps to streamline procedures, aligning with market demands and giving airlines more flexibility in service offerings. This change enables airlines to establish their own standards, ultimately enhancing the passenger experience through personalized in-flight entertainment options.

As of now, over 40 jurisdictions worldwide allow the use of mobile communication services on aircraft. Several airlines already offer in-flight internet connectivity:

Etihad Airways is the first airline to provide full-flight internet access globally;

Lufthansa was among the first to allow mobile phone use at altitudes above 10,000 meters;

The U.S. Federal Aviation Administration announced on October 31, 2013, that American Airlines could safely expand the use of non-voice portable electronic devices throughout all phases of flight.
