In recent weeks, the global spotlight has been firmly on the 19th National Congress of the Communist Party of China, which officially kicked off in Beijing. This high-profile event has captured widespread attention, not only for its political significance but also for the emphasis it placed on technological innovation, particularly artificial intelligence (AI). Over the past few years, AI has increasingly become an integral part of daily life, and during the conference, it emerged as one of the most discussed topics. In his report to the 18th Central Committee, General Secretary Xi Jinping outlined several key concepts, including a strong focus on integrating AI with the real economy. The congress emphasized that AI will play a crucial role in driving economic growth and modernization. The official document stated that efforts should be made to accelerate the development of advanced manufacturing, promote the deep integration of AI with the Internet, big data, and other technologies, and foster new growth areas such as green energy, shared economy, and smart supply chains. It is clear that as AI technology continues to evolve and find applications across various industries, its impact on both economic development and national strategy is becoming more significant. In July 2017, the State Council released the "New Generation Artificial Intelligence Development Plan," highlighting that AI is now a central area of international competition. It noted that major developed countries are investing heavily in AI to strengthen their global competitiveness and ensure national security. As a result, AI is shaping up to be the next wave of technological revolution and a core driver of industrial transformation. Countries around the world are racing to establish strategic positions in this field. China, with its proactive policies and early initiatives, is well-positioned to lead in this global race. Since 2015, the Chinese government has been steadily promoting AI through various policy measures. In July 2015, the State Council issued the "Guiding Opinions on Actively Promoting 'Internet +'" actions, which included "Internet + AI" as one of the top 11 initiatives. In March 2016, AI was officially incorporated into the national "13th Five-Year Plan." By May 2016, four key ministries had jointly launched the "Internet + AI" three-year action plan. And in this year’s National Two Sessions, "artificial intelligence" made its debut in the government work report, marking a major milestone in its recognition at the highest level of governance.
