In 2018, the National People's Congress (NPC) sessions were about to take place. On March 5th, the 13th session of the NPC was scheduled to be held in Beijing. This annual event once again brought together representatives from across the country to voice their opinions and participate in the governance of the nation.
As a representative from the internet technology industry, Ma Huateng, chairman and CEO of Tencent, submitted eight written proposals during the two sessions. These proposals covered a wide range of topics, including digital China, the industrial internet, digital culture, financial security, healthcare, youth innovation, the development of the Guangdong-Hong Kong-Macao Greater Bay Area, and environmental protection.
Ma Huateng emphasized the importance of integrating existing data platforms, promoting major digital infrastructure, and making public data more accessible. He also called for accelerating the development of the industrial internet to support the transformation of the real economy. In addition, he advocated for the integration of science and technology with culture to foster digital innovation.
One of his key concerns was the need for a joint prevention system to address financial risks in the internet environment. When asked about blockchain technology, Ma Huateng acknowledged its potential but warned against hasty applications, such as digital currency distribution through ICOs, due to the associated regulatory challenges.
He also highlighted the role of blockchain in file authentication, emphasizing how it could prevent duplication and tampering. Although Tencent is not involved in digital currency, the company is actively exploring blockchain applications in various sectors.
Another proposal focused on improving healthcare through digital technologies, aiming to balance medical resources and enhance service capabilities. The use of AI, AR, VR, and live broadcasts could help connect grassroots doctors with experts, while blockchain-based electronic medical records and online services could streamline hospital operations.
Ma Huateng also proposed strengthening science education and digital literacy among young people to cultivate future innovators. He suggested that the government establish a special fund for science development and encourage collaboration between schools, companies, and research institutions.
His seventh proposal aimed to accelerate the development of the Guangdong-Hong Kong-Macao Greater Bay Area to promote regional integration. Lastly, he called for greater involvement of non-profit organizations in the management and construction of national parks.
Overall, Ma Huateng’s proposals reflected a forward-thinking approach, emphasizing the role of technology in shaping China’s future. His insights provided valuable guidance for policymakers and industry leaders alike.
