PPP project landing situation is not ideal

Chen Huayuan on "Accelerating the Legislation of Government and Social Capital Cooperation" stated that the National Development and Reform Commission and the Ministry of Finance listed 2,762 PPP projects for promotion and demonstration. Up to 4.95 trillion yuan, but the signing rate is only about 20%. The PPP project is not ideal, and it can not meet the current construction needs of a large number of people's livelihood projects, public facilities and infrastructure projects, which affects the convenience and satisfaction of national life. Not conducive to the country's economic development. This phenomenon reflects that in the current rapid development of the PPP model, the existing rules and regulations have defects and deficiencies.

Chen Huayuan believes that the current series of rules and regulations have a low level of effectiveness, mostly by the State Council or local administrative regulations and departmental regulations, and have not yet risen to the national legal level.

PPP mode makes smart city lighting construction more reasonable

In May 2015, the General Office of the State Council forwarded the Notice of the People's Bank of the Ministry of Finance and Development of the Ministry of Finance on the Guidance on Promoting the Cooperation Model of Government and Social Capital in the Public Service (Guo Ban Fa [2015] No. 42). In the public service sector, the government and social capital cooperation model (PPP) work requirements are being promoted, and the PPP model is being vigorously promoted throughout the country. The PPP model can introduce social capital to jointly build cities. Simply put, it can make smart city lighting construction more efficient and rational.

The construction of urban smart lighting is a huge and systematic project. So why is the PPP model popularized and applied by the government in its construction?

First of all, the implementation of urban smart lighting PPP project is of great significance for optimizing the economic and social development structure, innovating China's urban development model, promoting the reform of public resources marketization, and increasing the effective supply of public resources.

Secondly, the implementation of the smart lighting PPP project can transform the government functions and enhance the opportunities for institutional reform of urban governance capabilities. It is conducive to rationalizing the relationship between the government and the market, giving full play to the decisive role of the market allocation of resources, giving social capital more participation space and investment opportunities, fully stimulating the vitality of private investment, and expanding the space for enterprise development. At the same time, in the face of the "debt" of infrastructure investment, the use of PPP mode to build smart lighting projects will strongly support the city's new urbanization.

Third, the implementation of the PPP cooperation project of smart lighting can effectively reduce the government's existing expenditures, reduce the financial expenditure pressure on government lighting operation and maintenance, and effectively reduce the government debt burden and systematically optimize the debt structure.

With the development of urban construction and the pace of urbanization construction, urban lighting construction has increasingly focused on the image of the city. The requirements and quantity of road lighting and landscape lighting are increasing. Governments and citizens at all levels are building the city and lighting the road. And landscape lighting puts forward higher requirements, and the existing urban lighting monitoring management system lacks flexible and intelligent control means, it is difficult to timely and accurately grasp the safe working state of street lighting equipment, and it is more difficult to realize the refined energy-saving management of street lamps. It can't meet the needs of the development and management of urban lighting projects, and it can't respond to the country's requirements for building smart cities. Therefore, the transformation of urban smart street lighting systems is imperative.

It is understood that the current domestic LED outdoor lighting mostly uses the PPP mode to operate. Since the LED lighting system integrates modules, power supplies, control systems, etc., it requires professional team maintenance, which may lead to extended services in the engineering field and form a fixed income. The PPP model, as the government's future push to buy services, LED lighting companies also need to continue to innovate in products and services.

It is believed that with the vigorous promotion of smart cities in the country, smart city lighting construction will be an indispensable part. The smart city lighting construction under the PPP mode can more effectively establish an information-based urban concept and enhance urban competitiveness.
